Contextual Engineering Portfolio

Contextual Engineering partners with government programs to turn strategy into measurable results. Grounded in leadership experience planning and delivering enterprise-scale transformations, we anchor every engagement in two tenets: Approach and Execution. Approach means starting with your context—mission priorities, stakeholders, constraints, and success measures—to design a clear, risk-aware roadmap. Execution means disciplined delivery and governance that drive adoption, accountability, and sustained value across portfolios. In short, context-first planning and disciplined execution—so your modernization moves from intent to outcomes. With over thirty years of experience turning strategy into outcomes, the following highlights reflect our track record.

Improve text generation through proper prompt engineering and retrieval augmented generation, specifically with the use of embeddings on relevant corpora to optimize relevant semantic capture. Auditing agent behavior through the use of a traceability matrix for prompts, decisions, state changes, and more.
Outcome: Standardized document generation methods and process, increasing productivity in creating solicitation artifacts, and increased response accuracy

Image Classification Pipeline Testing
Validated a novel image classification pipeline in Python designed for security cameras by testing hyperparameters aimed at improving performance and efficiency of labeling through a tiered hardness framework. Created a few-shot learning pipeline to benchmark progressively sized YOLOv8 models and confirm hypotheses with produced mAP50 and mAP50-95 scores.
Outcome: Improve object detection in security cameras to improve safety and threat detection in high traffic areas

Electricity Demand Forecasting Across the United States
Forecasted electricity demand in Python for different electric power governing bodies using over four decades of data to contribute to building of reliable and efficient electric power systems. Built and optimized stochastic sampling of 1000+ trials and using the data to visualize electricity demand predictions. Developed forecasting model utilizing machine learning techniques including K-means clustering and Jenks natural break optimization.
Outcome: Reducing electricity usage across the United States based on patterns identified in environmental and societal variables

Project Management

Atlassian Jira/Confluence Rollout for Portfolio Governance
Implemented Corporate Jira and Confluence platform to manage a multi-program digital transformation portfolio. Configured role-based access, risk dashboards, and reporting; coordinated design, engineering, business stakeholders to align release trains and dependencies.
Outcome: Improved schedule integrity, risk visibility, and cross-program transparency—reducing execution friction and enabling consistent cadence across design, manufacturing, and sustainment.

Global Mobility Redesign (GMR) – SaaS Implementation
Experienced in implementing SaaS solutions managing enterprise stakeholders, implementation team, and the SaaS vendor. Led a Structured Improvement Activity (SIA) to document current state for expatriate mobility, defined future-state operating concepts, and executed an RFP to select the vendor. Managed a hybrid Waterfall/Scrum delivery to integrate policy, process, and platform.
Outcome: Streamlined relocations, clearer policy enforcement, payroll integration, and enhanced reporting for HR, Finance, and business areas—delivered on time and within budget.

Systems Engineering

Digital Transformation Leadership
Led enterprise digital transformation across engineering and business portfolios—planning the roadmap, standing up governance, and driving adoption of DevSecOps, Model-Based Systems Engineering (MBSE) and broader Digital Engineering. Authored reference architectures (Digital Twin/Digital Thread), standardized requirements-to-release workflows in Jira/Confluence with full verification traceability, and aligned programs to measurable KPIs and change management. Partnered with executives, program managers, architects, and QA to translate strategy into repeatable delivery.

Enterprise Digital Twin
Created a Digital Twin Reference Architecture when the concept and its operational capabilities were nebulous and not well understood in 2018. Collaborated with subject matter experts (SMEs), and stakeholders and successfully realized the concept of operations, behaviors, structures, and standards-based interface for contextual digital threads across the engineering lifecycle. Laid out the model-based conceptual, logical, and physical architectures for the Enterprise Virtual Prototyping and Digital Twin environments
Outcome: Rapid adoption for pilot implementations across Aero, RMS, and Space business areas by focusing on the stacks identified in the reference architecture, sharper systems integration, and improved mission assurance under constraints.

Digital Threads
Identified cross-suite systems integration using standards based digital threads integrating HR, CRM, PLM, ERP, and MES creating digital threads to underpin Digital Twin use cases. Standardized interfaces and reference patterns so engineering, manufacturing, supply chain and operations shared consistent product data from concept through retirement.
Outcome: Reusable APIs, faster change propagation, fewer BOM/Routings inconsistencies, sharper schedule/cost forecasts, and better readiness for advanced analytics and simulation—delivered on time and under budget at scale.

Segment-Wide MBSE Adoption for DoD Programs
As Chief/Segment Digital Engineer, identified Digital Engineering strategy and roadmap of capabilities such as Model-Based Systems Engineering (MBSE), DevOps, Electrical & Mechanical ecosystem modernization. Drove cross-functional decomposition of business needs, KPIs, and dependencies; delivered a reusable SysML system model library including modular cybersecurity model, and process blueprints.
Outcome: >25% increase in MBSE adoption rate, measurable cycle-time reduction (>50% in targeted implementations), and improved technical baselines for major proposals. The program institutionalized model reuse, traceability, and governance, enabling faster program system models and compliance.

Cybersecurity System Model (SysML)
Developed a modular ISO/IEC-27001-based SysML cybersecurity model with profiles/stereotypes and prototyped UAF operational/security viewpoints for a DoD program. The work standardized security controls representation and modular integration inside the mission system model, improved security requirement traceability to controls, and shortened review/approval cycles.
Outcome: Reusable security modeling patterns across programs propagating clearer accreditation artifacts and consistent cybersecurity implementation across all the programs.

Business Analysis

Digital Workplace Process Optimization
Captured pain points, mapped current-state workflows, and created future state BPMN 2.0 process models to guide automation and UX improvements. Translated complex stakeholder needs into epics/stories with clear acceptance criteria, then defined release readiness and adoption KPIs. Managed backlogs, enforcing end-to-end traceability by capturing business and functional requirements directly in Jira as Epics and Features decomposing them into User Stories, each tagged to acceptance criteria. For every story, Confluence design specifications were linked, developed sub-tasks, test cases, test execution results, and any defects—establishing a bi-directional, auditable chain. Lead targeted pilots/proof of concepts and hypercare. Initiatives included Workforce Planning Solution, People Analytics, Retirement Plan Enhancement, Rotary Mission Systems Application Rationalization effort, and Digital Transformation Digital Twin.
Outcome: Increased productivity in capturing comprehensive system requirements, reusable business process maps for stakeholders, improved collaboration, and accelerating value delivery to customers.

Data Analytics

KPI-Driven DE Adoption & Cost-Avoidance Modeling
Instrumented adoption, customer satisfaction (CSAT), and ticket trends to quantify Digital Engineering value. Built an Excel-based template for proposals to estimate DE-driven productivity gains and cost avoidance, enabling more competitive technical baselines.
